Sherman wetlands commission cites two alleged violations, schedules June site walks

Inland Wetlands Agent Tim Simpkins told the commission he issued Violation #01-26 for work at 15 Wagon Wheel Road, where excavation and construction of a parking area and a structural retaining wall were done without the required permits or erosion controls. Property owner Kelli Lynn Cook and contractor Giovanni Floridia attended; Floridia provided a map and described the work. Commissioners asked for a licensed engineer’s design for the retaining wall, a survey showing setbacks for the wall, foundation and decks, and a civil-engineer-prepared site plan. The commission also directed that erosion controls — silt fence and hay bales — be installed and placed the matter on the agenda for the next monthly meeting.
At 3 Shelter Cove Road, Simpkins reported Violation #02-26 for removal of trees within a regulated wetland area. Dennis Wallace attended and said he had not known a permit was required and that the trees removed were dead and unsafe. Commissioners accepted Application #03-26 for the tree work, continued consideration until next month and scheduled a site walk for June 9, 2026, to inspect the area.
During the agent report the commission was told that Permit #10-25 (3 Chapel Hill Road) is complete, Permit #14-25 (18 Candlewood Lake Drive) has had a septic system installed and foundation work begun, and Permit #15-25 (20 Wagon Wheel Road) has been cleared. An extension matter, Permit #27-20 (Villodas, 3 Island View Drive), drew a complaint for lack of erosion controls and also will be inspected on June 9. Simpkins reported that two older violations — Violation #02-25 (Candlewood Tax District, Candlewood Lake Drive) and Violation #01-22 (6 Oriole Drive) — have been given to the town attorney for pursuit.
On procedural business, Commissioner Merialis Lewis moved to approve the April 21, 2026 minutes; Commissioner Karen Forbes seconded and the motion passed unanimously. Commissioner Lewis later moved to adjourn; Forbes seconded and the meeting ended at 7:35 p.m.
Next steps: the commission will conduct site walks on June 9, 2026, and the continued items will appear on the commission’s agenda for its next monthly meeting.
