Budget committee declines to recommend $75,000 citizens' petition for independent operations review

The Wolfeboro Budget Committee voted Jan. 15 to Not Recommend a citizens' petition that would have authorized the Select Board to spend $75,000 on an independent organizational operations review and required the consultants' final report by Dec. 31, 2026.
After the committee voted 6-4 to re-open the matter, Town Manager Jim Pineo read written legal advice from the Town Attorney that the Budget Committee should take a separate vote to Not Recommend and, if that motion fails, should still record the lack of a majority to recommend. Members then held two consecutive roll-call votes: a motion to recommend the warrant article failed 4-5-1; a subsequent motion to Not Recommend passed 5-4-1.
Chair John MacDonald read the petition language into the record: "To see if the Town will vote to raise and appropriate the sum of $75,000 to authorize the Select Board to engage an Independent consulting firm to conduct a comprehensive organizational operations review with actionable recommendations... Estimated Tax Rate Impact: 2026 $0.02 per $1,000 Assessed Valuation, Recommended by the Select Board by a vote of 3-1-1."
Members who voted against recommending the article said the town's budget is already tight and questioned whether the review's benefits would justify the cost. Tom Bell said he "cannot support adding $75,000 to the budget." Supporters of the petition and some members asked for more clarity about the petition's goals and how the funds would be spent before making a final recommendation.
The Select Board representative, Brian Deshaies, explained that as an ex officio member he may vote independently of the Select Board's prior position; several members disputed whether he should have voted to reflect the Select Board's 3-1-1 recommendation. The committee's roll call recorded one abstention in the recommend vote and one abstention in the not-recommend vote.
The committee's Not Recommend vote means the Budget Committee will not formally endorse placing the $75,000 petition in the recommended budget; the petition may still appear on the warrant for voters to decide. The committee accepted other business that evening, including the 2025 Town Report and approval of several minutes, then adjourned.
