Salisbury Selectmen approve minutes, sign permits and OK town decorations; various routine items reviewed

The Salisbury Board of Selectmen on April 15 approved draft minutes, completed routine signings, and addressed several administrative items.
Chair Jim Hoyt moved to approve draft minutes from April 1 and April 15; Selectman David Kelly seconded and the motion passed with no opposition. The board reviewed and signed Accounts Payable and Payroll registers and multiple land- and cutting-related notices and permit documents.
Road Agent MacDuffie said fuel cost increases will raise highway rates. Transfer Station Manager Clark reported the metal pile pickup had not occurred as expected; Selectman Hostetler said he is working on electronic payment options and favored Square because it requires no long-term contract and can process offline payments. Town Administrator April Rollins reported the Town Clerk must now replace its computer rather than have the state do so; she recommended departmental budgeting for future replacements.
Selectman Kelly reported the Planning Board has begun Master Plan work and signed plans for the Ballam and Hattan subdivisions; the Highway Work Session and Budget Committee held organizational meetings with further meetings scheduled. Resident Judy Elliott received permission to hang existing patriotic buntings on town buildings between Memorial Day and Veterans Day, provided they do not interfere with Old Home Day banners. Joe Schmidl said he would continue as Salisbury's representative to the Central New Hampshire Regional Planning Commission (CNHRPC). The Historical Society plans a dramatic reading of the Declaration of Independence on July 4.
TA Rollins' proposed Town Administrator job description was tabled. The board discussed S.O.P. policy reviews and asked staff to compare a proposed Alcohol, Drug & Controlled Substance Policy with existing Personnel Policy (S.O.P. #07-005). Chair Hoyt also asked TA Rollins to look into potential savings from the WEX fleet card program. The board scheduled its next meeting for May 6, 2026 at 7 p.m. in Academy Hall and adjourned at 8:05 p.m.
