Tobaccoville audit gets clean opinion; council approves $167,382 Powell Bill resurfacing contract

The Village of Tobaccoville received a clean audit for fiscal year 2024–25. Monty Pendry of Gibson & Company P.A. told the council the audit was approved by the Local Government Commission and issued a clean opinion, and he described the village’s fund balances as healthy.
Mayor Myron Marion also reported that his internal reviews of the village’s September and October 2025 financial records turned up no discrepancies. Administrator Lori Shore presented the October financial report and provided operational updates, including plans to circulate a draft vending contract for park machines, holiday closure dates, an offered granary donation from the Kapp Family (the village would cover moving and setup costs), and ongoing talks with the City of King about bulk-item pickup.
On a motion by Mayor Pro Tem Carla Hall, seconded by Council Member Chris Starling, the council unanimously approved a draft contract with the North Carolina Department of Transportation to resurface SR 1626 (Kapp Road), SR 1821 (Meadow Lane) and SR 4006 (Poplar Lane) under Powell Bill funding in the amount of $167,382.
Administrator Lori Shore read North Carolina General Statute 160A-63 regarding a council vacancy; the council agreed to advertise the vacancy on the village website and review applicants at the next meeting. Later in the meeting, Mayor Mark Baker moved to enter closed session under North Carolina General Statute 143-318.11(6) (personnel) and 143-318.11(5) (real property/negotiations); Mayor Pro Tem Carla Hall seconded and the council entered closed session at 8:24 p.m. The council returned to open session at 8:49 p.m. after a motion by Council Member Chris Starling; no formal action resulting from the closed session was recorded in the minutes. The meeting adjourned at 8:57 p.m.
