Tobaccoville council approves parking-lot work, adopts personnel-policy revisions and updates credit-card authorization

At its Sept. 4 meeting, the Tobaccoville council unanimously approved a contract for parking-lot striping, authorized a new village credit card listing Administrator Lori Shore and Clerk Kimberly Keen as users, and adopted revisions to the personnel policy effective Sept. 4, 2025. The council also received updates on Village Park Phase II and community events.
Mayor Myron Marion presided over the Village of Tobaccoville council’s regular meeting on Sept. 4, 2025, where members approved several administrative and park-related measures and received updates on ongoing projects.
The council voted unanimously to award line-striping work for all village parking lots to Anderson Asphalt Surfacing, Inc. Mayor Pro Tem Boyce Shore moved to proceed with the company; Council Member Carla Hall seconded, and the motion passed without dissent. Administrator Lori Shore had presented the quote as part of an operations update.
The council also approved submitting a new credit-card application with First Horizon Bank after a change in administrators. The new application will list Administrator Lori Shore and Clerk Kimberly Keen as authorized users; once the new cards are received, the Village will cancel the prior card that listed Dan Corder. Council Member Carla Hall made the motion to proceed and Council Member Mark Baker seconded; the vote was unanimous.
On personnel matters, the council voted unanimously to adopt revisions to the personnel policy manual covering insurance enrollment, holidays, job descriptions and vacation policy. Mayor Pro Tem Boyce Shore moved to accept the revisions effective Sept. 4, 2025; Council Member Chris Starling seconded.
Administrator Lori Shore provided a broad operations update. She said parking-lot lighting for the playground is being installed, solar lighting is being sourced for the Doral Drive gravel lot, Carroll Signs has been contacted for park signage quotes, and South Side Triad Painting, LLC has finished cleaning and painting the picnic shelter, community center and village hall. Lori Shore also reported the leaf collector was repaired by Don & Sons and that park staff will address drainage issues.
The council heard a Village Park Phase II update: the decorative seal for the amphitheater from Reaper Custom Fabrication is at a powder-coating shop and will be installed when complete; Shore will tag trees at Heritage Oaks Farm in Midway for the planned disc-golf course; and the Village expects to contract with Tobacco Ridge to dig holes, plant trees and assist staff with mulch beds.
Administrator Shore reported a recent meeting with Kevin Neal of the North Carolina Department of Transportation to discuss potential road projects that could use Powell Bill Funds; Mr. Neal will send contract information back to the council for approval. The minutes also note that Coca-Cola removed sodas from park vending machines and that the drink building was locked; the Village will explore alternative vending arrangements used by neighboring municipalities.
Under public information, the PARC Committee announced a Movie in the Park scheduled for Sept. 19, 2025 at 8:30 p.m., with refreshments provided by the committee. The agenda lists the film once as “The Forge” and later as “The Forger”; the minutes contain both spellings.
The meeting included a review of the July 2025 financial report; Mayor Marion conducted an internal audit and reported no discrepancies. With no public-comment requests, the council closed public comment and later adjourned at 7:31 p.m.
Actions taken at the meeting were procedural and administrative; no new ordinances or zoning decisions were recorded.
