Finance director outlines budget amendment, reallocates $400,000 in property‑sale proceeds to local projects

Finance Director Thomas Avant presented Budget Amendment 2025‑P6‑01 at the Dec. 9 Thomasville City Council briefing and outlined several changes from the version previously shown to the finance committee.
Avant said he removed a proposed $2.7 million water and sewer retained‑earnings appropriation because staff is pursuing state revolving loan funding (NCDQ and the Local Government Commission). He said the amendment also reallocates $400,000 from proceeds of municipal property sales: $310,000 for the 52 East Main/PACE Park merger expansion construction project; $25,000 for streetscape improvement projects; and $65,000 for a Recreation storage building. "We will no longer be proposing to use any economic development reserve funds for downtown projects or things of that nature, but we'll go ahead and budget the two projects that were included in the CIP for next year this year," Mr. Avant said.
City Manager Michael Brandt added, "Just to be clear, even though we're putting the money in this year's budget, we do not expect those two projects to be done this year." The briefing did not include a final vote on the amendment; the council will consider the budget amendment during the Dec. 16 meeting where any action or additional amendments would be recorded.
The briefing also placed an amendment to the contract for purchase and sale of property at 16 Trade Street on the Dec. 16 regular agenda; details on that item were not provided at the briefing.
