Thomasville Council approves NCDOT road agreement, grant support and a fire personnel sick-time policy; honors TACC

At its Oct. 21 meeting, the Thomasville City Council unanimously approved an agreement with NCDOT for the Fisher Ferry Street project, backed a Great Trails State Grant resolution, adopted a personnel policy amendment for non-exempt firefighters, approved a resolution supporting Operation Green Light and recognized the TACC for a statewide planning award.
The Thomasville City Council on Oct. 21 approved a series of routine but consequential items, including a road-project agreement with the North Carolina Department of Transportation, a resolution to support the Great Trails State Grant Program, and a personnel-policy amendment affecting non-exempt fire personnel.
The meeting opened at 6 p.m. Mayor Raleigh York, Jr. called the session to order. City Manager Michael Brandt asked to add two items to the agenda: recognition for the Thomasville Aquatic and Community Center and a resolution in support of Operation Green Light; Mayor Pro Tempore Doug Hunt moved to approve the amended agenda and the motion passed 6–0.
During public comment, Delores Muntz thanked the Thomasville Police Department for placing no-parking signs on Winston Street and urged officers to investigate several abandoned houses on that block. "She asked them to check into several abandoned houses there, as well," Muntz said.
Council recognized several matters before turning to votes. Council Member Payton Williams presented a proclamation for Breast Cancer Awareness Month to Blythe Leonard, organizer of "Pink Day," and Council Member Scott Styers presented a proclamation for Domestic Violence Awareness Month. Mayor York and DCM Bowling presented Old North State Awards to multiple Thomasville Fire Department personnel. The council also recognized the Thomasville Aquatic and Community Center for receiving the NC Chapter of the American Planning Association’s "Great Healthy Place in NC Award 2024."
On business items, the council unanimously approved the consent agenda, which included approval of minutes from Sept. 9 and Sept. 16, 2024; a letter of support for Davidson Water, Inc.’s FEMA BRIC grant application; a Grant Project Ordinance for the 2024 Streamflow Rehabilitation Assistance Program (STRAP); and adoption of the 2023 Statewide Mutual Aid Agreement.
The council then approved a proposed agreement with the North Carolina Department of Transportation regarding the Fisher Ferry Street road project; a resolution to support and allocate funds for the Great Trails State Grant Program from the NC Division of Parks & Recreation; and an amendment to the personnel policy concerning FLSA sick time accumulation and use by non-exempt firefighter personnel. Each of those motions passed unanimously, with motions made and seconded by council members as recorded in the meeting minutes.
Mayor Pro Tem Doug Hunt read a resolution in support of Operation Green Light and moved its approval; Council Member Neal Grimes seconded, and the motion passed 6–0.
The council received committee and staff reports with no formal action and adjourned after a unanimous motion to close the meeting. No votes recorded during the meeting failed or were tabled. The council did not set additional public hearings or deadlines during the session.
