Thomasville council approves $500,000 parks grant, $130,000 fitness court purchase and other routine measures

Mayor Raleigh York, Jr. and the Thomasville City Council on Oct. 14 unanimously approved a series of funding and contract measures at a briefing meeting that set several items for formal action on the Oct. 21 agenda and authorized immediate steps on others.
The council voted 6–0 to authorize the mayor to sign a contract with NC DPR to release a $500,000 Accessible Parks grant award and adopted the Grant Project Ordinance for that program. Council Member Payton Williams moved to approve the ordinance; Council Member JacQuez Johnson seconded. The council also approved a separate Grant Project Ordinance for the FY 2025 Governor’s Highway Safety Program DWI Task Force Grant and adopted Budget Amendment 2024-P4-01, each by unanimous votes.
On capital financing, Mayor Pro Tempore Doug Hunt moved to approve a Resolution concerning the FY 2025 Capital Equipment Installment Financing Agreement as recommended by Mr. Avant; Council Member Lisa Shell seconded and the motion passed unanimously. The council further authorized the City Manager to execute a $130,000 sole-source purchase order for the installation of a National Fitness Workout Court; Council Member Hunter Thrift moved that authorization, which Mayor Pro Tem Hunt seconded and the council approved 6–0.
City Manager Michael Brandt asked the council to add a closed session for personnel; Council Member Hunter Thrift moved to go into closed session and Mayor Pro Tem Doug Hunt seconded. The council returned to open session and no action was taken in closed session.
Several items were placed on the Oct. 21 consent and regular agendas for formal consideration, including minutes approvals; a letter of support for Davidson Water, Inc.'s FEMA BRIC grant application; the 2024 STRAP grant ordinance; a proposed agreement with NCDOT regarding Fisher Ferry Street; support and allocation for the Great Trails State Grant Program; and a personnel policy amendment on FLSA sick-time accumulation and use for non-exempt fire personnel.
The briefing concluded with a motion to adjourn, which passed unanimously. The public forum and several proclamations and awards are scheduled for the Oct. 21 meeting.
