Planning Director Andrew Ventresca told the council the town has about 5,100 approved residential units not yet built and estimates Troutman's population between 7,000 and 8,000. He said the 2025 permitting total (467) was down from prior years, a trend he attributed largely to the current utility connection moratorium.
Ventresca outlined the 2055 Comprehensive Land Use Plan timetable: a website launch, a steering committee meeting in mid‑March, a community workshop in April with afternoon and evening sessions, joint planning board/council meetings, and a target to present a draft for council adoption in December 2026. He recommended that, once the land use plan is finalized, staff undertake a full revision of the Unified Development Ordinance to align regulations with the new plan.
Why it matters: The land‑use plan and any subsequent ordinance rewrite will set the town's long‑term growth pattern, affect where new housing and industry locate, and set standards developers must meet as sewer capacity and other infrastructure evolve.
