Atlantic Beach council pauses personnel-policy amendment, praises staff after blizzard response

The Town of Atlantic Beach Council met Feb. 16 and handled routine business while pausing further action on an amendment to the town personnel policy relating to adverse weather.
Mayor Pro Tem Archer moved to remove Resolution 26-02-01 (Amendment to Personnel Policy regarding Adverse Weather) from the consent agenda; the motion was seconded by Councilmember Joseph Starling and carried unanimously. Town Manager John O'Daniel said the item will return for discussion at the March 9 work session and that Starling offered to assist in drafting a revised proposal with the town attorney.
Council approved the balance of the consent agenda, including finance reports, budget amendments and transfers, tax collection reports, authorization to advertise 2025 delinquent real property taxes, acceptance for signature of the Financial Performance Indicators of Concern (FPIC) report for the FY24-25 audit, Resolution 26-02-02 declaring property surplus and authorizing donation, and minutes from Jan. 26, 2026.
In public comment James Bunn highlighted a viral video of Officer Williams playing piano and singing to a senior citizen during a wellness check over the recent Snowstorm Gianna, saying the video generated positive attention for the town and urging council to "be true to what you said on paper." Mayor Danny Navey and other councilmembers praised town staff, police, fire and public works for their response during the blizzard.
Town Manager O'Daniel also reported that "Egg My Yard" promotional activity has begun, dredging surveys will start this week ahead of the summer season, new "Welcome to Atlantic Beach" signs have been reinstalled at the east and west ends of town, and a law-enforcement conference at the Doubletree will increase on-site law-enforcement vehicles this week.
Don Holloway thanked the police chief for rescuing a raccoon from his office and mentioned that Bahia Beach House and Surf Bar will host the UNC suicide-prevention fundraiser again this summer, which previously raised more than $500,000. With no further business, Mayor Navey adjourned the meeting at 6:25 p.m.
