Atlantic Beach schedules joint public hearings May 26 for Old Causeway and Davis Boulevard redevelopment

The Town of Atlantic Beach voted May 18 to schedule joint public hearings May 26 on two separate redevelopment matters: a change from duplexes to individually platted lots at five Old Causeway properties and a large redevelopment along Davis Boulevard that proposes 17 single‑family homes.
Planner Elisabeth Webster told the council the Old Causeway project (103–111 Old Causeway) already has site‑plan approval, but the developer has opted to pursue individual lot ownership with a common‑area homeowners association rather than duplex ownership. Because that legal structure change falls under the major subdivision rules and occurred more than five months after the initial approval, the project must return to the Technical Review Committee, the Planning Board and the council for a public hearing. Webster said the physical development — unit count and footprint — remains the same.
Webster also described the Davis Boulevard application, a major site plan and subdivision for roughly a dozen parcels now containing about 37 trailers. The proposal would redevelop the south side of Davis Boulevard with 17 single‑family homes; Webster said some parcels on the north side retain Residential Multi‑Family zoning while south‑side parcels are COR‑1 with different setbacks, and the developer may request variances from the Board of Adjustment to harmonize setbacks. Webster noted this is the first major site plan under the recently amended Causeway Corridor zoning standards.
Councilmembers acknowledged community sensitivity about displacement of existing trailer residents and anticipated strong public attendance at the hearing. Councilmember Austin Waters moved to call the hearings for May 26; Councilmember Joseph Starling seconded. The motion carried unanimously, 5‑0.
The hearings will provide an opportunity for residents to comment on lot‑configuration changes at Old Causeway and on design, setbacks and displacement concerns at Davis Boulevard before decisions move forward through the public review process.
