Unionville council approves routine measures, sets hearing on foliage-protection amendment

At its Feb. 17 meeting the Town Council approved minutes and routine payments, authorized advertising for grounds-maintenance bids, approved a Town Hall cleaning fee, set a March 17 public hearing for Text Amendment TC-24-01 on protection of existing foliage, confirmed planning-board appointments, and approved a records schedule and archery-season dates.
The Town Council of Unionville conducted a series of routine actions at its Feb. 17, 2025 regular meeting, approving minutes, payments and appointments and setting a public hearing on a proposed text amendment.
Council unanimously approved the minutes of the Jan. 20, 2025 meeting and payment of pending bills after Finance Officer Darrell Baucom reviewed the financial statements. Baucom reported total income for the year of $421,000 against a budget of $610,000 and said the town was nearly to budgeted ad valorem and franchise taxes, producing about $244,000 favorable to date.
Mayor Baucom announced that Baucom’s Lawn Maintenance will resign effective March 31, 2025; council directed Clerk Sonya W. Gaddy and Deputy Clerk Braswell to review the existing grounds-maintenance description and advertise for sealed bids by Monday, March 17, 2025. The council also approved a Town Hall cleaning fee of $100 per cleaning for DeAnna Rorie.
Council approved the 2021 General Records Schedule for Local Government Agencies so the town may dispose of records that have exceeded their usefulness and will file the required form with the N.C. Department of Cultural and Natural Resources. Clerk Sonya W. Gaddy shared the Union County Public Library’s OLiVE schedule for Town Hall programming this summer and will include it on the town website.
Mayor Baucom set a public hearing for Monday, March 17, 2025 at 7:15 p.m. to receive comments on Text Amendment #TC-24-01, which would add protections for existing foliage in setback areas during major development and commercial review. Council took no action on a separate request to waive violation fees at 5002 Friendly Baptist Church Road after staff and the town attorney recommended against waiving fees that were not timely appealed.
The council unanimously appointed Will Crook, Lana Kirkpatrick and Devin Clontz to three-year Planning Board terms (Clontz’s was a second three-year term) and appointed Jerry Adams to a three-year alternate term. Mayor Baucom reminded the public of Litter Sweep April 14–20, 2025; the meeting then adjourned.
