Staff suggested several contributing factors, including an hourly-rate change from $4 to $5, weather variation and post-pandemic travel shifts.
Council discussed enforcement and collections strategies. By consensus members decided to continue with the current parking management company for consistency while asking the vendor to improve marketing and collection practices. Council also agreed to add towing and booting to the fee schedule to address repeat violators, to consider issuing free parking permits to full-time renters with a lease, and to re-evaluate whether the Circle employee lot should be opened for public or lifeguard parking.
There was no formal roll-call vote recorded on vendor retention beyond the consensus direction to continue with the existing company and to demand operational improvements. Staff will return with concrete implementation recommendations, including updates to the fee schedule and permit rules.
