The Town of Atlantic Beach Council unanimously approved an amendment to its Jan. 7 retreat agenda to add discussion of the Atlantic Beach Women's Club's proposed use of town property and related approvals for community enrichment events.
Town Manager John O'Daniel introduced the amendment; Councilmember Renea Baker made the motion and Councilmember Austin Waters seconded. The vote was 5-0.
Council also reviewed meeting procedures and directed staff to limit the consent agenda to purely administrative items and routine budget changes. Members said substantive matters should be moved to the regular agenda even if previously considered in work sessions, and the mayor said he would remind the public that questions may be raised during public comment.
Council discussed the rules of decorum for public comment, emphasizing consistent enforcement intended to foster respectful dialogue rather than to restrict speech. Members asked staff to confirm whether virtual voting is permitted under current Rules of Procedure and to consider separate labeling of old and new business on future agendas.
The council's action was procedural: the agenda amendment passed on a 5-0 vote and there were no additional formal votes taken at the retreat.
