City awards Municipal Water Wells electrical contract to Third Element for $216,034

City Engineer Susan Hayes recommended awarding the base bid and Alternatives 1 and 2 for the Municipal Water Wells electrical work to Third Element and the council approved the recommendation at the Nov. 25 meeting.
Hayes said she was not recommending Alternative 3 at this time, calling it higher than expected and something the city could purchase separately later. “The Third Element bid is $216,034, hoping not to have to spend contingency that is budgeted, but it’s there so you know the full project cost is used,” she said.
Councilman Garret Buchanan moved to accept the Third Element bid for the base work and Alternatives 1 and 2. The council recorded the motion as passed unanimously. Hayes said she would notify the contractor and hold a pre-construction meeting in the second week of December; the contract timetable gives the contractor 120 days to complete the work.
Hayes also reported well testing and pump sizing: drillers recommended installing a pump capable of 80 gallons per minute for the Tank Well; the three new wells together produced an estimated 350 gallons per minute, which she said would serve the population projected in the growth policy (4,000–4,500 through 2040).
