Council hears safety-audit pitch from GC4; staff to bring contract back for vote

A safety-audit proposal from GC4 Security Consultants, with Dustin Briggs of SafetySpire as the on-site lead, was presented to the Longview City Council on July 9. The proposal centers on extended on-site review, gap analysis against OSHA and NFPA standards, and an emphasis on safety leadership and culture across municipal crews. "I'm prepared to spend 30 days on-site," Briggs said, describing a hands-on approach and a follow-up tracking tool to close findings.
GC4's president Gary Mars and Briggs described a two-person, high-touch engagement designed to evaluate public works, water and wastewater operations, then produce prioritized findings and corrective-action guidance. Mars said his firm has worked with municipalities since about 2011 and emphasized interviews with frontline supervisors to understand how safety is practiced in the field.
Staff summarized the competing bids: a Hub proposal with a 130-day turnaround priced around $66,000 and GC4's proposal at about $86,000 with a roughly 10-week turnaround; council members weighed cost versus speed and the depth of the proposed work. Several councilors praised GC4's combination of on-site time, cultural assessment and a quicker turnaround.
After discussion the mayor said staff will place the GC4 contract on the next council agenda for a formal vote if members concur. No contract was executed at the July 9 meeting.
Next steps: staff will return with contract documents and a recommended procurement action for council consideration.
