Calhoun County adopts 2021 budget, approves CARES CDBG grant to support Battle Creek homeless shelter

The Calhoun County Board of Commissioners unanimously approved the county'9s Fiscal Year 2021 budget and appropriations and authorized CARES Community Development Block Grant (CDBG) funding to support the new Battle Creek Homeless Shelter at its Dec. 3 regular session conducted by Zoom.
Administrator/Controller Kelli Scott told commissioners the CDBG funding comes from federal U.S. Department of Housing and Urban Development dollars allocated by formula and is "restricted specifically for COVID-19 response efforts, including a focus on vulnerable populations," and said the county is contributing to a nonprofit operating the shelter but "the County would not have rights to the building." The board approved the grant agreement (Res. 208-2020) on a 7-0 roll-call vote.
The board then approved the FY2021 Budget and Appropriations Resolution (Res. 209-2020) by the same unanimous vote. Scott said the budget reflects no changes since the November public hearing, sets salary levels for county non-union and court non-union pay scales and for elected officials, and does not increase millage rates the county intends to levy except for a new voter-approved parks millage.
Alongside the budget and grant, commissioners approved several administrative contracts and renewals. The board renewed a 2021 contract with Matt Hansen to serve as Equalization Director (Res. 210-2020), extended the CSZ assessing contract to perform all appraisals for 2021 in anticipation of upcoming vacancies (Res. 211-2020), and approved a two-year renewal of workers'9 compensation excess coverage to lock in a lower rate increase than current industry trends (Res. 212-2020). All motions passed on roll-call votes of 7-0.
The approvals establish the county'9s spending plan and administrative staffing arrangements for 2021 and allocate federal CARES CDBG funds for COVID-related housing support directed at vulnerable populations. Scott emphasized the budget year is challenging because of pandemic-driven economic uncertainty but said no county millage increases were proposed beyond the parks measure.
The meeting record shows the board also approved claims payable totaling $3,091,084.81 for Nov. 13'020 through Nov. 24'020 (Res. 213-2020). The meeting adjourned at 7:59 p.m.
