Calhoun County commissioners approve roughly $3 million in MDOT road contracts, bridge design work and a public-safety grant

At its Jan. 21 meeting the Calhoun County Board of Commissioners approved four Michigan Department of Transportation contracts covering work in Emmett, Bedford, Albion/Sheridan and Marengo townships (an estimated $3 million), authorized Raymond Road bridge design work and accepted a medical-marijuana oversight grant to fund a sheriff's deputy.
The Calhoun County Board of Commissioners voted unanimously Jan. 21 to approve a package of roadway contracts with the Michigan Department of Transportation and related public-safety funding.
County Administrator/Controller Kelli Scott told the board the MDOT contracts will fund reconstruction and improvement work in Emmett, Bedford, Albion/Sheridan and Marengo townships. Engineering Director Kristine Parsons said the contracts represent roughly $3 million in estimated construction activity planned for the upcoming summer construction season.
The board approved four separate contract resolutions: Res.11-2021 for MDOT Contract #20-5462 (Capital Avenue SW in Emmett Township), Res.12-2021 for MDOT Contract #20-5481 (Morgan Road in Bedford Township), Res.13-2021 for MDOT Contract #20-5484 (Division Drive in Albion and Sheridan townships), and Res.14-2021 for MDOT Contract #20-5463 (Partello Road Phase II in Marengo Township). All four measures passed on roll-call votes of 7-0.
Parsons explained limits on the geographic area eligible for federal urban funding and how those federal dollars are allocated between jurisdictions each year, a factor that shapes which segments qualify for federal aid. She also noted the contracts are part of multi-year planning under the regional Transportation Improvement Program.
The board separately approved a design award for the Raymond Road bridge project in Emmett Township (Res.15-2021). Engineering staff said the planned 2022 construction would include substructure patching rather than full replacement; Parsons warned the work could temporarily affect traffic serving a nearby Kellogg Company plant.
On a separate item the board accepted a 2021 Medical Marijuana Operation and Oversight Grant intended to supplement the salary cost of one full-time deputy in the sheriff's office (Res.16-2021). Scott said the grant will cover part of the deputy's cost; the grant acceptance passed 7-0.
The board also approved Claims Payable totaling $2,988,721.71 for Dec. 30, 2020 through Jan. 14, 2021 (recorded in the minutes as Res.17-2020). The claims approval was adopted by roll-call vote, 7-0.
The approvals were routine and carried without dissent. The board did not schedule additional public hearings on the local road contracts during this session; engineering staff indicated construction scheduling and coordination with affected municipalities would follow the typical MDOT and county project processes.
