Beaufort County staff get notice to proceed, put drainage study to bid

Beaufort County stormwater staff announced on Aug. 21 that the Rural Infrastructure Authority has issued a notice to proceed for a pending drainage project, clearing the way for the county to spend awarded funds and advance design work.
At the meeting, Mrs. Brewer, the utility’s presenter, said the county received the notice "at 12:24" and that the funding effectively authorizes the project to move forward. She told the board the drainage study RFQ went out the week prior, a prequalification meeting drew 13 engineering firms, and the RFQ will close on Sept. 3 at 3 p.m.
The notice follows a multi-year funding wait for some projects; staff said this award will make that project accessible more quickly than previous efforts. Mrs. Brewer said county staff will work with RIA and bid staff to ensure all requirements are met before selection of an engineering firm.
The county also said questions on the RFQ will be accepted through Aug. 23 to help submitting firms prepare compliant bids. Staff emphasized coordination with state and municipal partners during procurement and noted the urgency of meeting the RIA and county procurement requirements.
The board did not take formal policy action at the meeting beyond acknowledging the notice and the procurement schedule. Next steps include reviewing RFQ submissions, selecting an engineering firm in coordination with RIA, and returning to the proper county committees for task-order and council approvals as needed.
