Council approves ERP contract with BS&A, contingent on cybersecurity and final contract language; payment processing addendum also adopted

Schererville officials approved a recommendation July 8 to move the town's enterprise resource planning (ERP) system to a cloud-based platform offered by BS&A Software, contingent on the vendor addressing outstanding cybersecurity and contract-language items.

Clerk‑Treasurer Michael Troxell said the town evaluated BS&A and a competing Tyler Technologies proposal, and a staff committee including IT and department representatives conducted demonstrations and follow-up questions. Troxell said staff received updated language from the vendor on several contract sections late the previous afternoon and that a few items still required vendor follow-up; the council's approval was made contingent on satisfactory completion of those items before execution. "They responded quite quickly to our questions... but unfortunately they didn't have the authority to work through those today," Troxell said.

Council discussed costs and implementation timing; while a variety of figures were referenced in the evaluation, members emphasized cybersecurity clarifications and precise contract language. The council approved the motion to award the contract with the stated contingencies and authorized the town council president to sign when the conditions are satisfied. The same contingencies were applied to a payment-processing addendum that would allow BS&A to handle optional online payment fees (the vendor would not charge fees to the town; any fees would be optional and borne by customers). Both votes passed 5-0 by roll call.

Town staff said the vendor will provide training and migration support; staff will continue to work with the vendor to finalize cybersecurity responses prior to contract execution.
