Bluff City gets timeline for sewer repairs, GIS mapping and water-plant upgrades tied to consent order

Bluff City officials updated the board on an ongoing consent-order response and related infrastructure work, reporting specific near-term milestones for sewer repairs, GIS mapping and water-treatment upgrades.
A county/consultant representative (Speaker 6) said shop drawings for the manhole impacted by root intrusion have been submitted and the contractor-set schedule aims to complete the corrective work by July 24; the same team will deliver a quarterly consent-order report the week of July 15. The board was told the town sent private-defect letters to homeowners after smoke testing to require corrective action or a repair plan.
Town staff also said an EPA technical-assistance grant is funding GIS mapping, an asset-management plan, a capital-improvement plan and a rate study; the goal is to complete those deliverables by the end of September. Engineers outlined a multi-week, nonconsecutive shutdown sequence at the water treatment plant to install instrumentation, perform PLC integration and complete commissioning and training; staff said the shutdown will be staged to minimize downtime and that temporary purchases of water from neighboring Bristol Bluff City may be needed during short outages.
The town manager said the pre-audit and improved accounting will help future project planning, and the board asked staff to coordinate emergency plans and generator backup with neighboring jurisdictions.
