Council says negotiations continue with landowners on Jefferson River floodplain mitigation assessments

Councilman Gene Townsend told the Dec. 9 meeting that the Budget Committee has begun negotiations with landowners over assessments tied to the Jefferson River Floodplain Mitigation project. Townsend said he would not disclose specific numbers while negotiations are ongoing but that discussions “went well” and one landowner is ready to sign; the city’s engineer is preparing legal metes and bounds for the parcels involved.
City Treasurer Kelly Smith said one party requested copies of documents shared at the meetings so they could review materials. Townsend said the committee is considering splitting payments—paying half of an assessment this year and half next year—to soften tax implications for landowners.
On unfinished business, Treasurer Kelly Smith reported the floodplain permit has been submitted to Gallatin County; county authorization is required because the work is in county jurisdiction, and county staff (Sean O’Callaghan) posed questions for the city to coordinate with the Montana Department of Natural Resources and Conservation (DNRC). Smith said staff believe they are approaching final steps but must resolve county and DNRC questions.
The engineer is preparing metes-and-bounds documents for signatures. Council did not take a final funding vote; negotiations and permitting work continue.
