Resident Rick Garland appeals parking enforcement on Rick's Road, asks for no-parking signs

He told the board that the Forest Service also parks equipment along Rick's Road.
TA Lynn Jones told Garland the town's winter parking ban is in effect from "November 1st to May 1st every year." Selectman Ron Munro said Garland could "park it but not leave it overnight," and Selectman Vicki Garland said he could not park his equipment and then just leave it. TA Jones said the town generally treats legal advice as confidential but agreed to mail specific RSA citations requested by Garland.
Garland raised hypotheticals about equipment breakdowns and was told to hang a sign with contact information on disabled equipment and to notify the police if the machinery becomes disabled. He also told the board he had a conflict with the Birchview HOA president and said he preferred to avoid confrontation; Chairman Chandler said disputes over private property should be handled by the HOA, while equipment cannot be stored in the town right-of-way.
In closing, Garland said, "If people are parking along the road to walk their dogs, he would like to see them towed," and asked the town to install "no parking" signs along Rick's Road and near the White Ledge trailhead. The minutes do not record any pledge by the board to install signs; they noted the missing Rick's Road street sign and Garland's request for it to be replaced.
