Planning Board presses AMSCO for timetable on unfinished Stillings Grant road and bonding

The Bartlett Planning Board pressed AMSCO representatives on Feb. 2 for a timeline and bonding details after years of incremental development in the Stillings Grant subdivision left Block F incomplete and Block G awaiting state approvals.
Alec Tarberry of AMSCO notified the board by email that the developer is coordinating roadway approval with Burr and awaiting wetlands mitigation sign‑off from the New Hampshire Department of Environmental Services and the U.S. Army Corps of Engineers. Tarberry wrote that the project team is "closer" on roadway approval but not finished and that he expected a more concrete update at the March meeting.
Board member David Shedd said it has been "3.5 years since Block F was approved and the road is still not complete," and pressed for an estimate to finish the road and finalize the bond. The board recorded that Block F has been built to station 725 but is roughly 200 feet short of the boundary to Block G. Shedd raised concerns that the Homeowners' Association and buyers may be seeking building permits on lots accessed by an unfinished road.
Members flagged two separate approval tracks holding the project: state wetlands mitigation and a roadway/bonding review. Selectmen representative Vicki Garland told the board that the town had advised holding off final paving until Block G is ready, and that there had been prior discussion about paying a mitigation fee to avoid delay. Planning Board members noted that AMSCO had alternatives but had chosen the current path.
The board voted unanimously to continue the AMSCO item to the March 2 meeting and directed the secretary to send AMSCO and contractor Rotten Rock a written request for (1) a timeline for completion of Block F and for Block G, (2) the current status and amounts for any required bonds, and (3) the sequence of remaining approvals and milestones. The Planning Board said it expects the developer to state how bond amounts were calculated and whether separate bonds will be provided for different infrastructure elements.
