Administrator Jenkins told commissioners the CSM combines contiguous park parcels along Fillmore and Fredonia Avenue and redraws property lines so a corner homeowner and nearby business have clear private boundaries. "If you wanna pull out your map ... this is Stoney Creek Park along Fillmore, and then it connects down to Fredonia Avenue," Jenkins said, explaining the map in the commission packet. Jenkins said the village would merge the public park lots, keep an easement around the public parking lot to allow for expansion and snow storage, and convey a small parcel behind the business known as Jen's Place to that property owner. Jenkins said the village and the three property owners (the village, Jen's Place and property owner Bruce Pappy) met and that all parties are in agreement.
Commissioner Frank moved to recommend approval to the Village Board of Trustees; the motion was seconded and, after brief questions about visibility and the fence issue for one property, commissioners voted in favor. Jenkins told the commission the town would pass the map to the building inspector and then forward to the village board for final action.
Why it matters: the change clarifies ownership and easements around a public park, allows a small parcel to move onto the tax roll, and is intended to resolve disputes that have prevented a private property owner from constructing a fence. The commission's recommendation is advisory; the Village Board must still act on the CSM.
