Marshall County applies for CDBG funds to build storm shelter in Poplar Springs; awards bid for Holiday Shores shelter

Marshall County held a public hearing and approved a resolution to apply for a Community Development Block Grant (CDBG) to construct a prefabricated storm shelter at Martin Road and Poplar Springs.
County staff (Mike) said the Poplar Springs area is about 78.3% low-to-moderate-income (LMI), meeting the program requirement that beneficiaries be at least 51% LMI. The proposed structure was described as a 40-by-20-foot above-ground prefabricated shelter on a concrete pad with electricity and ADA access; staff said within one mile of the site there are roughly 76 manufactured/mobile homes and that the nearest existing shelter is 7–10 miles away. The property owner has provided a written commitment to donate the land if the grant is awarded. The county will provide a 10% match, in part by clearing the site, staff said.
During the same meeting, the commission opened and reviewed bids for a separate storm-shelter procurement (Bid No. 37-25) for Holiday Shores in District 2. Two bids were opened: Aquamarine Enterprises (Hartsville, AL) at $158,750 and Atlas SafeRooms (Joplin, MO) at $186,847.32. Engineering recommended Aquamarine Enterprises for the Holiday Shores project; the commission approved the award to Aquamarine for $158,750.
The commission also discussed a 30-mph speed-limit recommendation for Kenmore Cove Circle based on an engineering review of the 16–18-foot paved residential road with horizontal and vertical curves; engineering recommended setting the limit at 30 mph.
Action taken: the commission moved and approved a resolution to apply for the ADECA CDBG grant for the Poplar Springs shelter and approved the bid award for the Holiday Shores shelter to Aquamarine Enterprises for $158,750. The CDBG application deadline was stated as July 22.
Next steps: staff will submit the ADECA application before the deadline, confirm the property-donation paperwork for the Poplar Springs site if the grant is awarded, and proceed with procurement and site preparation for awarded shelters.
