A Scottsville resident urged the town council to press CSX to address debris and a recently observed dumpster in the James River, saying prior flood-response commitments from CSX appear to have lapsed.
The resident (speaker 9) told council that CSX had previously agreed to move loose material within 48 hours after a flood event but that a recent incident left railroad ties soaking and a dumpster in the river. "That dumpster is in the river, and I know there's not just food waste in that dumpster," the resident said, describing barrels and petrochemical material he said he could smell at the site.
The resident asked the council to reengage CSX and to involve the county supervisor, noting the town’s interest in preserving the James River as an ecological and cultural asset.
Mayor (speaker 2) thanked the resident and said the town would begin working on the matter with Mike Pruitt the next day. "We appreciate your concern and ... we will begin working on that with Mike Pruitt tomorrow," the mayor said, committing staff follow-up.
