Bartlett selectmen approve Kringles commercial permit; indoor-golf owner told to file formal change-of-use

At the March 4 Bartlett Selectmen meeting, town staff and board members reviewed several commercial permit requests. The board approved a building permit for Kringles after staff said the proposed changes were non-structural and included adding a partial second-floor storage area.

TA Lynn Jones said plans accompanying Kringles9 permit submission showed some changes would not affect setbacks and that a lighting plan was currently insufficient. She said one approach was to approve the non-structural portions of the permit so work could begin and require a formal lighting plan later. The Selectmen chose to approve the permit with the understanding that lighting details would be finalized subsequently.

Also at the meeting, Jack Wyman sought guidance on a proposed change of use to add bowling lanes at his indoor golf facility. Town officials told Wyman the town had not received a formal change-of-use application or the required fee; a previously submitted check had been returned and a letter requesting additional information was sent April 2, 2025. Wyman said he would "be happy to write a check right now," and TA Jones said she would note on any forthcoming application that signage would be handled separately, because a sign permit is a distinct process and the Ledge Brewing sign permit application already addresses changes to signs.

Selectman Ron Munro said he wanted to move the Wyman application forward when the paperwork and fee are submitted. Selectman Vicki Garland noted the town believes it has everything needed to proceed except for the formal application and payment. No formal decision on the change-of-use was made at the meeting; staff advised the applicant to file the proper application and fee.

The meeting packet and minutes list many other permits processed earlier in the year, including special-event permits and construction approvals. The Selectmen signed routine documents (accounts payable and payroll checks) and approved the minutes from Feb. 25 by roll call vote.

Next steps: Wyman must submit a completed change-of-use application and pay the associated fee for the Town to process his request; Kringles must submit a formal lighting plan to complete the file.
