Lowell board approves recycling compliance plan, endorses transportation funding resolution and signs off on routine bills and transfers

Clerk Kim Mann presented a notice to adjourn the Board of Review; the board approved moving the Board of Review to May 12, 2026, at 6:00 p.m. The clerk also reviewed a Compliance Assurance Plan for the town’s recycling ordinance, describing types of compliance issues at drop-off sites and example enforcement steps; the board approved the plan.
The board adopted a resolution (Resolution #2026-5) supporting a comprehensive and sustainable transportation funding solution, a proposal circulated through the Wisconsin Towns Association; Clerk Mann said she would email the document to that association. The board also authorized Clerk Mann to attend the Wisconsin Municipal Clerks District 5 meeting in Watertown on April 30, 2026, where new alcohol licensing forms and Board of Review items will be discussed.
On finance matters, Treasurer Marty Stanton presented the financial report and the board approved town bills totaling $24,378.41. Separately the board approved a Well Road Bridge bill of $10,641.01. The board moved $6,000 from Account #028 to Account #210 by recorded vote. The minutes show each of these motions carried; the recorded tallies are 2-Yeas, 0-Nays for the listed actions.
Other business included the board’s review of the Annual Meeting agenda, discussion of a culvert on Meadow Road and a possible cost share with the Town of Calamus, and Chairman John Schmitt’s report on the Wellmen Road Bridge: after consulting with Dave of Ayres Associates, Schmitt said the bridge is rated #5 with a 10-ton weight limit and would need to be rated #2 or lower to qualify for state funding; Schmitt said the bridge does not need replacement for several years and noted Town of Clyman owns 50% of the bridge. The clerk noted that Rural Mutual Insurance inspected the shop roof and that the town logged 25 emergency calls between January and March 2026.
