Lowell board approves bills, fund transfers and limits humane society coverage to five dogs

The Town of Lowell Board approved payment of town bills totaling $164,559.28 at its Oct. 14 meeting. Supervisor David Huebner moved to pay the bills and Supervisor Greg Caine seconded; the motion carried 3‑0.
The board also approved two transfers of $45,000 each to Account #028: one from Account #176 and one from Account #843. Both transfers were moved by Supervisor Huebner, seconded by Supervisor Caine, and recorded as carried 3‑0.
Treasurer Marty Stanton reported monthly income of $2,086.40, receipt of Highway Aide funds totaling $33,956.28, and that 254 dog licenses had been issued.
Separately, the board reviewed and approved the Dodge County Humane Society contract for 2026 with a town limit of five dogs and no cats covered under the town's contract. The motion to approve the contract with that limitation was moved by Supervisor Huebner and seconded by Supervisor Caine; the minutes record a unanimous vote.
The proposed 2026 budget was presented and will receive further review Oct. 23, with final approval scheduled for Nov. 11 during the Budget Hearing and Budget Summary meeting.
