Town of Lowell approves rezone to RC‑1 for Caine parcel

The Town of Lowell Board voted Oct. 14 to approve Ordinance #2025‑002, reclassifying parcel #032‑1014‑2421‑000 to RC‑1 zoning. Supervisor Greg Caine moved to adopt the ordinance; Supervisor David Huebner seconded and the motion passed 3‑0.
The rezone action followed a presentation of submitted documents for property owner Chester Caine with client Steve Caine. Separately, the board reviewed a related land division/rezone and conditional use permit request for a farmette on parcel #032‑1014‑1144‑001 (owner Chester Caine, client Patrick Caine) and tabled that item until the Nov. 11, 2025 meeting for additional review.
Board members said the planning commission had held public hearings on the Caine applications. The ordinance approval will be recorded with town records and any next steps required under town procedures will proceed prior to development or building permits. The board did not register any recorded dissent during the vote.
The board’s next budget and planning meetings are scheduled Oct. 23 and Nov. 11, when related land‑use items could be revisited.
