Monroe County affirms council ARPA reallocations totaling $315,225.41; board also approves dockets and small contracts

The Monroe County Board of Commissioners on July 9 affirmed action taken by the county council on June 30 to reallocate $315,225.41 in American Rescue Plan Act (ARPA) funds to three open projects.
Miss Woodruff of the auditor's office told the board the council recommended appropriating $200,000 to the Monroe Fire ambulance project, $100,000 to the Karst Park Field project and $15,225.41 to the airport stormwater drainage project, and that unused funds could be funneled to the CARS project if available. "It would be our plan to just go ahead and funnel that money directly over to CARS, at least as much as Karst can take," Miss Woodruff said.
Chair moved to affirm the council's appropriation motion; Commissioner Madera seconded the affirmation and the motion carried 2-0.
The board also handled routine approvals: it approved the minutes for July 2, 2026 (motion moved by Commissioner Madera, seconded by the Chair) and took up the claims docket and payroll. County staff (Miss Guyer) read the claims and payroll totals: accounts payable for 07/09/2026 totaled $1,419,944.70; payroll/direct costs and indirect costs read aloud produced a combined grand total reported as $2,451,644.50. The claims and payroll motion passed 2-0 with no public comment.
Other approved items included a Safe Place contract continuation (fund 9103) with the Indiana Youth Services Association/Youth Services Bureau for $9,880 annually and a Parks nonreverting fund service agreement (fund 1179) for $250 to hire local musician Josh Huey for Senior Day at the fair; both motions passed 2-0 after staff explained the after-the-fact use of nonreverting funds in light of scheduling.
No member of the public provided comment on these items during the meeting. The board recessed briefly and then scheduled a work session at 11:30 to hear from the sheriff's office before the planning petition on the work session agenda.
