Holly Garrett of the Pitt County Arts Council described the council’s role in helping municipalities design public-art projects, manage artist selection and advise on budgets. "There is no fee to you, serving as the civic arts facilitator," Garrett said, adding the council often helps with grant applications and public‑private fundraising.
Garrett cited past projects the council supported in Greenville and other towns and said the council acts as a consultant and resource, not as a decision‑maker for municipal installations. Manager and staff noted the town retains final approval for any artwork placed on public property.
Grant administrator Kelsey Du told commissioners the council will help the town advance a planned 'pit stop' mural. The manager reported a $5,000 grassroots grant has been identified for the mural, and that NCE Alliance has pledged $10,000 toward broader placemaking efforts.
Commissioner Lilly moved adoption of the resolution; after a brief discussion and one board member opposed, the motion carried. Mayor announced the resolution’s passage and the council will return with implementation details, including community input processes and proposed artist-selection methods.
The action is intended to support the town’s efforts to improve public space and to leverage grants and private funds for projects such as the Smith Street Park plan and the pit stop mural. The board asked staff to keep the public informed as plans and budgets develop.
