Blair Shupe, a meeting participant who said he had researched other Montana towns, told the council that, under proposals discussed, a merged department would operate under the authority of Troy Rural Fire with the budget held by the county. He said that if a consolidation measure were to pass in 2025, Troy might need to cover department costs through 2026.
Council members did not vote on any ordinance or agreement at the March 3 work meeting. Instead, the council agreed to keep the consolidation proposal as a recurring item on work-meeting agendas so members can review additional information before any formal action.
The council did not specify the next steps or a timeline for decisions beyond continuing research at future work meetings.
