The Fremont City Council approved Ordinance 57‑40 on April 14, updating the city’s pay plan for officers and employees in the utility organization.
Jennifer McDuffie, director of human resources, said the ordinance adds a Safety Director position that was included in the budget, renames the automotive maintenance supervisor to fleet maintenance supervisor, creates an Energy Analyst classification to replace a current vacancy at the same pay grade (budget neutral), and corrects a scrivener’s error by moving the GIS analyst to pay grade 24 (wages unchanged).
Councilman Peterson and others asked for clarification about the Safety Director job and McDuffie explained the role would formalize safety functions and relieve workload from a single safety staffer. Councilman Horner moved to amend the ordinance per staff request; the council approved the amendment, suspended rules to move to third reading, and adopted Ordinance 57‑40 by unanimous vote.
The ordinance repeals the prior pay plan ordinance and sets the updated classifications and pay‑grade placements for utility positions.
