The City Council approved a $273,405.80 contract with Hawkins Construction to perform an asphalt overlay on 19th Street from Nye Avenue to Summers Avenue, but council discussion highlighted a separate segment east of Nye that may need more extensive work.
Public Works Director Dan Gillis told the council that seven bids were received and Hawkins was the lowest responsible bidder. The scope includes asphalt removal and replacement, concrete repairs, drainage improvements, curb ramps, manhole/valve adjustments, seeding and erosion control.
Councilman Horner, who had pulled the item from the consent agenda, asked whether the section east of Nye — which is concrete — would be included. Gillis said core samples and a full design are needed for that segment because some concrete sections are thin (4–6 inches) and may lack a suitable subbase for a long‑lasting overlay. Staff said the intention is to design that section this year with sampling in the summer or fall and potentially perform work in the next construction season.
The council approved the Hawkins contract; the recorded vote was 6 yays, 1 nay.
