Marinette committee backs GO Riteway for shared-ride taxi; city to cover up to $110,000 gap

The City of Marinette Transportation Coordination Committee on Oct. 15 recommended that the Common Council award a two-year base contract for the city’s Shared-Ride Taxi service to GO Riteway and to assure up to $110,000 of the program’s local operational deficit for 2026.
Transportation Coordination Administrator and Finance Director Jackie Miller presided over the meeting and the procurement discussion. Committee members reviewed the Shared Ride Taxi RFP #SRT-2025 and a proposed Notice of Intent to Award to the Wisconsin Department of Transportation after three bidders responded, according to meeting materials.
Alderperson Rick Polzin moved to recommend the Common Council approve GO Riteway as the low bidder; Erin Sauve, Marinet te Senior Center Manager, seconded the motion. The committee’s recommendation passed with Polzin, Sauve and Administrator/Finance Director Jackie Miller recorded as voting in favor and Transportation Services Manager Larry Cisewski recorded as abstaining. The contract total, as calculated from the packet figures of 24,440 hours at $43.30 per hour, is $1,058,252.
The committee also approved Transportation Coordination Committee Resolution #896, recommending the Common Council assure the local operational deficit portion of the 2026 Shared-Ride Taxi Program up to $110,000. Alderperson Polzin moved the resolution and Miller seconded; the motion carried with Cisewski abstaining.
Committee members approved Transportation Coordination Committee Resolution #897 recommending the Common Council approve submission of the 2026 Shared-Ride Taxi Program grant application to WisDOT; the application deadline in the packet is Dec. 15, 2025. Erin Sauve moved and Alderperson Polzin seconded; the motion passed with Cisewski recorded as abstaining.
The committee recommended a change to the City of Marinette Code of Ordinances, Chapter 20-76(A)(7), to remove the Bay-Lake Regional Planning Commission representative as a voting member and to add a community-based organization representative as a voting member. Alderperson Polzin moved the change and Erin Sauve seconded; the recommendation passed unanimously.
Transportation Services Manager Larry Cisewski reported that year-to-date ridership is up by about 328 rides compared with the same point in 2024 and said GO Riteway has improved dispatching and staffing, which the committee noted.
Next steps: the committee’s recommendations will be forwarded to the Common Council for formal action and the grant application is due Dec. 15, 2025, per the materials recorded in the meeting packet.
