Troy council approves four new business licenses, appoints study commission and tables two land-use items

At its Jan. 13 meeting, the Troy City Council approved four new business licenses and appointed members to a Local Government Review Study Commission, while tabling two land-use items.

Business licenses approved included: A Helping Hand (elder-care services), Troy Coffee Company & Sandwich Shop (new owner of the Jammin’ Java location), Scorpion Metal Erectors LLC (contractor), and Ortho-Apothecary Massage (orthopedic massage run from a residence). Motions to approve the licenses were introduced by councilors as recorded in the meeting minutes and carried by unanimous vote.

The council appointed Ben Kibbey, Vicki Stephens and Ilona Eubank to the Local Government Review Study Commission, and approved Jamie Shupe as the ex officio member; the appointments were approved by motion and recorded as carried.

On land-use matters, the council voted to table final plat approval for the Henson Subdivision and table proposed covenant changes for the Rosebud Subdivision, delaying further action on both items. Staff also explained that annexation for 118 Kalispell must start with a petition signed by 51% of proposed property owners and a subsequent city resolution and public hearing; there was no vote on annexation at this meeting.

Department reports were provided but Electric and Public Works department heads were not present; Chief Travis Miller reported the police department is working with the county sheriff’s office on the Evidence Room. City Clerk Paula Rice told the council she has received some applications for an as-needed office position and will accept applications through Nov. 22, 2024 before deciding next steps. Rice also reported a hit-and-run earlier that day that damaged the City Jail sign; a police report was filed and a claim with MMIA was started.

The meeting ended with a motion to adjourn at 8:52 p.m.
