The City of Marinette Transportation Coordination Committee asked Administrator and Finance Director Jackie Miller to solicit requests for proposals for Shared-Ride Taxi services after a discussion of the procurement steps, according to meeting minutes from May 20, 2025. The committee did not record a formal vote on the procurement direction.
The request followed Miller’s outline that the procurement process "is a long process and has many steps" and that the committee needed to decide who would take on responsibility for managing those steps, the minutes state. Committee members indicated they wanted Miller to proceed to solicit RFPs to provide services for the shared-ride taxi procurement process.
Committee members also received a ridership utilization status report comparing January–April 2024 and 2025. Larry Cisewski distributed the report and stated that usage is up, especially for riders who are disabled and for seniors. He told the committee the company recently expanded operations by adding a new dispatching system intended to help dispatchers use the shared-ride program more efficiently.
The committee approved prior meeting minutes (listed in the minutes as from 11/11/25) on a motion by Olivia Cherry, seconded by Jackie Miller; the record says "all concurred." The record does not provide a numeric vote tally. The meeting adjourned at 2:48 AM on a motion from Wally Hitt, seconded by Alderperson Rick Polzin, with "all concurred" recorded.
The minutes list attendance, including Alderperson Rick Polzin as the Common Council representative; Olivia Cherry, Marinette County Elderly Services Director; Larry Cisewski, Transportation Services Marinette Manager; Brandon Robinson (Bay-Lake Regional Planning Commission) participating remotely; and Wally Hitt as a citizen at large. The minutes note Mayor Genisot, Tristan Garbisch and Jan Kust (Community Development Office) among others present. The next meeting had not been scheduled as of these minutes.
The minutes record the meeting time as 2:00 AM and reference prior minutes dated 11/11/25; those items appear in the record as written and may reflect transcription or typographical errors in the document rather than substantive changes to committee actions. The committee did not set a procurement timeline or a formal motion to award or select a contractor during this meeting.
