Union City plans smoke-and-dye testing and pipe replacement after sinkholes in Municipal Lot No. 1

Union City Borough officials said on Sept. 16 they will move forward with preliminary repairs and diagnostic testing after sinkholes were found in Municipal Lot No. 1. Streets Supervisor Bob Phillips told council members he and Borough Manager Cindy Wells met with Solicitor Tim Wachter and recommended that Mansfield fill the sinkhole, replace roughly 10 feet of pipe and install a new catch basin, with smoke-and-dye testing to follow.
Phillips said the borough is waiting on quotes from JT Patching & Paving and Cross Paving to pave the repaired area and the catch-basin site. He said nearby business owners and the UCVFD will be notified when smoke testing is scheduled. Councilors subsequently authorized submitting a CDBG application for up to $100,000 to Erie County to cover a portion of the stormwater repairs in Municipal Lot No. 1; the authorization was made by motion and carried unanimously.
The minutes do not record exact contract amounts or a final contractor selection; borough staff indicated Mansfield will perform the initial sinkhole filling and pipe replacement and that additional paving quotes are pending. Smoke-and-dye testing was presented as the next diagnostic step after the initial repairs are complete.
