Union City council unanimously approves ordinance amendments, backs county housing plan and authorizes CDBG application

At its Sept. 16 meeting the Union City Borough Council unanimously approved amendments to parking and zoning ordinances, authorized a countywide housing-plan resolution, approved tax exoneration of $5,563.49 for 121 East High, and authorized a CDBG application for stormwater repairs in Municipal Lot No. 1.
Union City Borough Council met Sept. 16 and unanimously approved a package of administrative actions and ordinance amendments affecting parking, zoning and local housing policy. Council President Riley Cross presided over the meeting at First Global Methodist Church.
The council approved advertised amendments to Parking Ordinance No. 1137 to restrict unlawful and disabled vehicles and to update Schedules I, II and IV. Councilor Steadman moved the measure and Councilor Osborn seconded; the motion carried unanimously. The council also approved changes to Zoning Ordinance No. 1118 to add definitions and permitted-use rules for redemption games (games of skill) and to add section 701.04 allowing accessory structures on adjoining lots; Councilor Kerns moved, Councilor Steadman seconded, and the motion carried unanimously.
On broader housing policy, councilors voted to support an Erie County resolution to develop a new countywide comprehensive housing plan, to be funded in part by a MAP grant and Act 137 (Affordable Housing Act) deed-transfer funds. Councilor Osborn moved the resolution and Councilor Steadman seconded; the council noted several borough residents had submitted income-based applications for Act 137 funds.
The council approved a resolution exonerating $5,563.49 in taxes for the property at 121 East High after the Land Bank purchased the parcel. Councilor Kerns moved the resolution and Councilor Steadman seconded; the motion passed unanimously.
Councilors also authorized submitting an application to Erie County for Community Development Block Grant funds of up to $100,000 to cover part of stormwater-system repairs in Municipal Lot No. 1. Councilor Steadman moved the CDBG authorization and Councilor Osborn seconded; the motion carried unanimously.
Other procedural matters carried by unanimous vote included approving the agenda and past minutes, accepting the Secretary’s report, ordering unpaid bills paid and approving previously paid bills, advertising a proposed amendment to the Tenant Registration ordinance to permit more than one annual charge for violators who fail to provide required information, and approving Borough trick-or-treat hours for Oct. 31 from 6:30 p.m. to 8:00 p.m.
The meeting adjourned at 6:50 p.m.; the minutes record an executive session from 6:58 p.m. to 7:42 p.m. to discuss real estate, personnel and contracts with no action taken.
