Durand council grants Shivay Hotels liquor license, approves $50,000 small-business loan and routine governance items

The Durand City Council on May 13 approved a liquor license for a new hotel operator, authorized a small-business revolving loan and handled several municipal housekeeping items.
Following a public hearing called at 6:15 p.m., the council approved a Class B liquor and Class B fermented malt beverage license for Shivay Hotels LLC, listed in the minutes as owners Amit and Chundresh Patel with agent Vivekgiri Goswami at 325 E. Prospect St. No members of the public spoke during the hearing, which was closed at 6:16 p.m. The council approved the license by unanimous voice vote on a motion by Robert Weishapple, seconded by LeAnna Kavanaugh.
The council also approved a $50,000 Revolving Loan Fund application for Haldes Huts (applicant Sandi Bauer) for projects at 112–114 W. Main St.; the motion was moved by Matt Roesler, seconded by LeAnna Kavanaugh and passed 5–0.
Other business approved included a Certified Survey Map for three Xcel Energy parcels on Wells Street (parcel numbers 216-00502-0001; 216-00166-0001; 216-00946-0001), an updated 2026 fee schedule, and an intergovernmental agreement under which the city will maintain the grounds of the fire hall (mowing and snow removal) at no cost to the fire district. The council approved vouchers #31554–31600 totaling $682,718.24 on a roll-call vote of 5 ayes and 0 nays.
Mayor Patrick J. Milliren reported on the Fire District annual meeting, saying the officer roster remained the same and the new tender truck has been delivered; he also promoted the Durand Fire Department fundraiser on May 16 and congratulated Durand FFA state winners by name.
Next steps: routine administrative follow-up on loan closing and license issuance; meeting minutes record the approvals but do not include loan terms beyond the approved principal.
