Durand council authorizes $2.13 million note, amends ATV/UTV ordinance; approves vouchers

Josh Lowe of Ehlers presented Resolution 26-04, titled “Authorizing the Issuance and Sale of $2,130,000 General Obligation Promissory Notes, Series 2026A,” noting the sale will be handled through BOK Financial Securities at a 3.66% interest rate. On a motion recorded as offered by Hooker, moved by Menke and seconded by Roesler, the council approved the resolution by roll-call vote: 5 ayes, 0 nays. The council stated the funds will be used for the Madison Street project and to refund the 2024 note.
The council also moved to amend Ordinance Chapter 34-162 concerning ATV/UTV use on city streets and the U.S. Highway 10 bridge crossing to clarify entrance to Highway 10 as requested by the Wisconsin Department of Transportation. The amendment was moved by Roesler and seconded by Weisenbeck and passed on a roll-call vote of 5 ayes, 0 nays.
Council approved vouchers numbered 31501 through 31538 totaling $93,410.56 on a roll-call vote (5 ayes, 0 nays).
Other routine business, including adoption of the agenda and consent agenda approval, was carried by unanimous voice votes. No public comment was recorded during the meeting. The council adjourned at 6:51 p.m.; its next regular meeting is scheduled for May 13, 2026, at 6:00 p.m.
