Public works proposes surplus, immediate truck purchase to replace failing vehicles

At the July 9 work session, Jack (Public Works) described a 1998 knuckle boom whose boom is “beyond safe,” a heavily rusted 2003 former salt truck, a stripped 2014 garbage truck recommended for scrapping, and an unused vibrating roller. He said the 2016 flatbed currently in the garage has “the brake system is completely gone” and transmission problems and estimated repairs at roughly $3,000, with no guarantee of reliability. He told the board a ready 2025 flatbed with 12 miles on it could be delivered next week at roughly $55,000, compared with waiting for the previously approved November unit quoted at about $51,040.
Jack said the difference could be covered in part by selling the surplus items on GovDeals and using sanitation fund balance for the purchase. “We could put it with the $50,000 that you guys have given us, and we could have that truck delivered to us as soon as next week,” he said.
Board members discussed liability language for online surplus listings and agreed staff should fully disclose mechanical defects to reduce city exposure. The chair said the board would move the package to Tuesday night’s regular meeting for a formal vote.
The work session record does not include a formal motion, roll-call votes, or a purchase authorization; staff recommended the Tuesday agenda include the surplus authorization (to list or scrap vehicles) and the truck purchase for council action.
Next step: the board will consider the surplus and purchase at its regular meeting Tuesday, where members may approve disposal terms and any budget adjustment needed to cover the difference in price.
