Eagle River Board of Review appoints officers, certifies corrections and accepts 2026 assessment roll

Clerk Becky Bolte called the Board of Review for the City of Eagle River to order at 2:00 p.m. on May 8. Board member Deb Brown was appointed chairperson by motion of Kim Schaffer, seconded by Vic Washelesky; the board then confirmed Kim Schaffer as vice-chair after a nomination from Brown. The appointments carried unanimously among members present.
City Assessor Justin Servin presented the 2026 assessment summary and told the board the level of assessment dropped to 80% for 2026 from 89.88% in 2025. Servin reported the 2026 total assessed value at $314,651,500, up from $304,281,400 in 2025 — an increase of about $10.6 million. Contributing factors listed by the assessor included $9,848,600 added for new construction, $1,745,600 from general revaluations and $486,000 from annexation; decreases included $56,500 removed for destroyed or removed property and net changes to exempt status ($692,500 moved into exempt status and $107,900 removed from exempt status).
Assessor Servin also presented Form PA-5/661 (Corrections of Errors by Assessors) and prepared DOR form PC-201 (Request for Chargeback of Rescinded or Refunded Taxes) for the corrections identified. The correction totals reported were ($390,000) in real estate adjustments and ($4,209.93) in net tax adjustments; no omitted properties were identified. By motion of Vic Washelesky, seconded by Kim Schaffer, the board certified the corrections under state law.
Clerk Bolte confirmed receipt of the 2026 tax roll and that open-book changes were included in the roll provided for examination. With no taxpayers present and no notices of intent to file objections submitted, the board moved to accept the 2026 assessment roll by motion of Washelesky, seconded by Dan Dumas. The motion carried on a roll-call vote with ayes from Kim Schaffer, Vic Washelesky, Dan Dumas, Becky Bolte and Deb Brown. The meeting adjourned at 4:00 p.m.
The board recorded no requests for waivers of the 48-hour notice to file objections, no requests to appeal directly to circuit court, and no requests to testify remotely or submit sworn written statements during this session.
