South Hill Council holds closed session on potential property acquisition, certifies no formal action

Mayor Mike Moody called a special meeting of the South Hill Town Council to order at 6:00 p.m. on Feb. 4, 2026, at the temporary council chambers in South Hill Town Hall. Clerk Leanne Feather recorded seven council members present and one absence.

During the meeting Councilor Delores Luster moved, and Councilor Jenifer Freeman-Hite seconded, that the council enter Closed Session pursuant to Virginia Code § 2.2-3711 A(1) and A(3) to discuss acquisition of real property for a public purpose. The motion carried unanimously and the Mayor announced that the council was entering Closed Session.

After the Closed Session, Councilor Michael Smith moved, and Councilor Luster seconded, that the Closed Session be adjourned and that the council reconvene in Open Session; that motion also carried unanimously. In Open Session, Councilor Smith moved and Councilor Ashley Hardee seconded that the minutes reflect that no formal action was taken during the Closed Session and that the council adopt a Resolution Certifying the Closed Session under the Virginia Freedom of Information Act. The council recorded a roll-call vote with the following recorded as voting Aye: Councilor Randy Crocker, Councilor Jenifer Freeman-Hite, Councilor Ashley Hardee, Vice Mayor Gavin Honeycutt, Councilor Delores Luster, Councilor Carl L. Sasser, Jr., and Councilor Michael Smith.

With no further business, Mayor Moody adjourned the special meeting at 7:37 p.m. The minutes of the meeting were later validated as approved on April 13, 2026.
