Vice Mayor objects to unrelated discussion in South Hill closed session; council certifies session

The South Hill Town Council entered a closed session on Feb. 18, 2025 for legal consultation under Virginia Code § 2.2-3711(A)(7), as approved by a motion to amend the agenda.
Councilor Lillie Feggins-Boone moved, and Councilor Michael Smith seconded, that the Council adopt a Resolution Certifying the Closed Session after reconvening in Open Session. The resolution recorded that no formal action was taken in Closed Session and was adopted by roll call: Feggins-Boone Aye; Freeman-Hite Aye; Hardee Aye; Vice Mayor Gavin Honeycutt No; Sasser Aye; Smith Aye.
Vice Mayor Honeycutt stated he was concerned that Attorney John Conrad, who participated in the closed session by conference call, had introduced a discussion Honeycutt considered unrelated to the employment matter that had been identified as the reason for the Council to go into Closed Session. The minutes record that no open-session action was taken in response to that concern.
Attending the closed session in addition to the Mayor and Council members were Town Manager Keli Reekes and newly appointed Councilor Randy Crocker; Attorney John Conrad participated by conference call. The meeting adjourned at 7:06 p.m.
