Elmwood trustees approve police equipment contract, sidewalk work and variance; set rezoning hearing

The Village of Elmwood Board of Trustees on April 13 approved several routine contracts and land-use items and scheduled a public hearing on a rezoning application.
Trustees approved an Axon Enterprise equipment and software agreement for the Police Department with an annual cost of $2,979.95. Trustee Paul Unser moved to approve the quote; Trustee Mark Wolf seconded and the motion carried on a roll call vote. The board said the contract will update equipment and evidence-management software and support required training.
The board approved a sidewalk replacement contract for South Main Street (May Street to Pierce Street). One submitted bid was excluded because it did not include removal of existing concrete. Trustee Paul Unser moved and Trustee Dawn Toth seconded approval of the bid from Nathan Alverman Concrete & Masonry; the motion carried. Clerk/Treasurer Holly R. Malaszuk said the Village will remove boulevard trees at no cost to residents and will notify affected property owners of their share of the cost when figures are available.
The Zoning Board/Planning Commission recommendation to grant a variance for Stuart and Taylor Wallace was approved. The variance permits a third detached accessory structure on the Wallace parcel (the code allows two) and a garage height of approximately 19 feet, exceeding the 15-foot limit. Trustee Jason Severson moved to approve the variance; Trustee Pam Marson seconded and the motion carried on a roll call vote.
Trustees set a public hearing for rezoning and conditional use regarding parcel 122-01003-0400 for April 27, 2026, at 6:00 p.m. The motion to set the hearing was made by Trustee Paul Unser and seconded by Trustee Mark Wolf.
Other actions included approval of payment of bills and the Clerk/Treasurer’s three-year performance evaluation. Several items were referred for further review: library accessibility work (a front-door grant will cover the front door; the board requested additional contractor quotes and referred the matter to the Personnel & Finance Committee for the back-door funding and any signage questions). The board also approved a Touch-A-Truck street use permit for a library event and instructed organizers to obtain waivers from vehicle providers and to rely on Village insurance coverage.
During committee reports, Library Director Nick Andrews reported that WE Energies identified a long-standing gas meter malfunction that produced a significant billing adjustment; either Andrews or the clerk will contact WE Energies to discuss billing options. Chief of Police Darren Ekholm reported 23 calls for service in March, one citation issued, and ongoing technology and equipment updates, including transitioning phones and hotspots to FirstNet service.
The board convened in closed session under Wis. Stat. §§19.85(1)(c) and (e) and reconvened to approve the Clerk/Treasurer’s evaluation. Trustees discussed a request to inspect the former nursing home property and agreed to revisit that request in 30 days; no inspection approval was given.
