Town staff, working with Mecklenburg County and the South Hill Industrial Development Authority, have developed a draft Route 58 Activation Regional Industrial Facility Authority (RIFA) and a Member Locality Participation Agreement as part of efforts to site a new industrial park aligned with the town's Comprehensive Plan.
Town Manager Keli Reekes briefed the council on Feb. 10. Councilor Michael Smith moved and Councilor Delores Luster seconded to hold a public hearing on March 10, 2025 to consider creation of the RIFA; the motion carried unanimously. The minutes record the hearing will consider the authority and the participation agreement; no final decision was taken on March 10 at the Feb. 10 meeting.
The action schedules the public hearing; subsequent meetings will consider public comment, the participation agreement, and any local authorizing ordinances or agreements required for South Hill to join or participate in a regional authority.
