A Village of Elmwood resident told trustees Dec. 8 that he was unaware of winter parking restrictions and has received three parking violations in the past year, prompting the board to review permit policies and staff authority.
Resident Joe Sertia said he had not known about the Village’s winter parking rules until this season and reported multiple violations. Police Chief Darren Ekholm told the board that enforcement of the winter parking ordinance has been ongoing and that Sertia currently holds a temporary red handicap permit rather than a permanent blue permit; Chief Ekholm also said that even with an approved winter parking permit, residents must comply with parking regulations during declared snow events.
The board approved a winter parking permit for Cammi Hotchkiss-Fox and later voted to delegate to the Police Chief and the Clerk/Treasurer the authority to issue winter parking permits directly without requiring a full board vote. Trustees framed the delegation as an operational step to expedite permit handling while maintaining enforcement during snow events.
President Neil Boltik said the matter would be referred to the Police & Licensing Committee for further discussion if needed. No vote tallies naming individual yes/no votes were recorded in the minutes beyond roll-call results marked "Motion carried."
